Formation of a new group Ittihad ul Mujahideen Al Alami or Ittihad ul Mujahideen Muslemeen in South and North Waziristan Agencies
According to reports from South and North Waziristan Agencies Taliban are busy in forming a grand alliance of Taliban Mujahideen active in the both parts of Waziristan. The aim of forming the alliance of the militant groups is to combine the Taliban forces in the region so that they could effectively fight the American and NATO forces in Afghanistan and Pakistan. Taliban militants have admitted that fighting against the American and NATO forces in Afghanistan and against Pakistani Army in Pakistan separately and independently is not easy job and they have suffered huge losses for being divided.
According to FRC sources the first meeting in this regard was held on 27th November 2011 in Wana region of South Waziristan Agency in which Yahya Al Libi from Al-Qaeda side Sairaj u Din Haqqani, Abdur Rehman and Ahmad Abdullah from the Haqqani network side, Wali ur Rehman brother of late Taliban Commander Naik Muhammad, Suleiman, Noor Islam, Javed Karmaz Khel and Moulvi Abbas from TTP Wana chapter Moulvi Nazir, and Sadiqullah from Moulvi Nazir group Amir Humza, Moulana Yousaf and Qari Wazir from the Punjabi Taliban group of Wana attended the meeting. The meeting took place at the base of Commander Shamsullah in Azam Warsak area. Shamsullah is an important Commander of Mullah Nazir group.
During the meeting it was decided that an alliance of Mujahideen groups active in South and North Waziristan is direly needed and it was also agreed that Mullah Omar of Afghanistan will be the Supreme Leader of the local Taliban in the two agencies as well. It was also announced that the aim of local Taliban is to fight against the infidels in Afghanistan and other countries of the world where Muslims are being brutalized. In the meeting it was also decided that local Taliban groups active in the two agencies of Waziristan should solve their disputes with one another as soon as possible.
Two names were presented for the new Taliban alliance in the making in Waziristan region, Ittihad ul Mujahideen Al Alami and Ittihad ul Mujahideen Muslemeen. The first name Ittihad ul Mujahideen Al Alami was liked more by the participants of the meeting because it has an international meaning and the alliance would not only be confined to Pakistan. It is said that around one hundred twenty militant commanders and leaders attended the first meeting in Azam Warsak area of Wana.
According to local people and militants the second meeting of the local Taliban groups took place in Datta Khel area of North Waziristan Agency on 11 to 13 December. It is said that three hundred militants have attended the second meeting.
Hakimullah Mahsud, Head of TTP, Wali ur Rehman Mahsud TTP head of Mahsud Taliban in South Waziristan Agency from TTP, Yahya Al Libi from Al-Qaeda. Abdur Rehman and Commander Sangin from the Haqqani Network, Afghan Taliban Spokesman Zabih Ullah, Ashfaq, Ostad Yasir and Moulvi Jabbar of the Quetta Shore , Hafiz Gull Bahadur, Ahmadullah Ahmadi, Moulvi Sadiq Noor and Halimullah from Hafiz Gull Bahadur group of North Waziristan. Moulvi Nazir and Shamsullah from Moulvi Nazir group, Moulvi Sher Ali of Nifaz e Islam and Moulana Gull Nasib Khan Amir of KPK Nifaz e Islam attended the second meeting of the militants in Datta Khel.
Moulvi Gull Nasib of Nifaz e Islam said during the second meeting that he has been empowered by Hakimullah Mahsud to hold talks with Pakistani Government to bring peace back to the agency. He said that Hakimullah Mahsud demands from the Pakistani Government to pay compensation to people whose houses were destroyed in the ongoing military operation Rah Nijat in South Waziristan Agency. The Government should also release all the TTP militants in the custody of the Pakistani Security forces. Moulana Gull Nasib further said that Hakimullah Mahsud is not only interested in releasing TTP militants but all the Taliban militants detained in different Pakistani jails. Hakimullah Mahsud also wants that all the cases registered against the TTP militants should be withdrawn. Islamic Shariah laws should be enforced in Pakistan and the Pakistani Army should leave South Waziristan Agency.
The five members newly elected TTP Shura has also empowered Wali ur Rehman Mahsud the head of Mahsud Taliban to hold peace talks with Pakistani Government from time to time to bring back peace to South Waziristan Agency.
During the meeting it was decided that Taliban groups active in North and South Waziristan should resolve their disputes by the end of December 2011. It was also decided in the Datta Khel moot that the formations of Taliban groups to fight against the American and NATO forces and their Afghan allies would start from March 2012. The names of the commanders who would lead the Taliban in Afghanistan would be decided in the next meeting of the Taliban and this would include the names of the foreign commanders and Al Qaeda also.
During the meeting TTP handed over the base of Haqqani Network in lower Kurram area of Jardand near the Pak-Afghan border in Kurram Agency. Due to the taking over of this base by TTP militants from the Haqqani Network, differences aroused between the TTP and the Haqqani Network. This base was established by the Haqqani Network during the days of Jihad against the Russians in Afghanistan (1979 to 1989) this base is at a distance of twelve kilometers from the border. This base was used by the Haqqani Network as a training center where new recruits for Jihad were trained.
In the second meeting in Datta Khel it was decided that Tehrik e Islami Taliban and TTP should resolve their differences in Kurram Agency. A Jarga of the Haqqani Network leaders is trying to resolve the differences between the Tehrik e Islami Taliban Pakistan of Fazal Saeed Haqqani and the TTP in the Agency. The Haqqani Jarga comprised of Mufti Imad u Din, Haji Qadar, Sharin, Haji Abdur Rehman and Mufti Amar Jan.
Tehrik e Islami Taliban Pakistan chief Fazal Saeed Haqqani has met the Haqqani Jarga in November 2011. The meeting between Haqqani Jarga and Fazal Saeed lasted for five hours and during the meeting Fazal Saeed agreed to open the three roads passing through the areas under his control for TTP militants which were earlier closed by Fazal Saeed Haqqani for the TTP militants in Kurram Agency. the new Amir of TTP for Kurram Agency Sairaj u Din Afghani also attended the meeting and agreed to hand over the leadership of TTP Kurram Agency to Fazal Saeed Haqqani the second round of meeting between the Tehrik e Islami Taliban Pakistan and the Haqqani Jarga took place on 5th December 2011 and further issues regarding peace between the two Taliban groups in Kurram Agency were discussed.
The head of the Tehrik Nifaz e Islam KPK Moulana Gull Nasib Shah said that a fund has been established for the new alliance in which the members of the Quetta Shura of the Afghan Taliban has deposited ten million Pakistani rupees (Rs 10 million) and other militant groups would also donate to this fund. A senior commander of the TTP Karak District of KPK Province Moulana Silah Jan confirmed the formation of the fund for the new alliance in Waziristan. He was also hopeful that soon a peace deal would be signed between the Pakistani Government and TTP militants. The first peace deal between the Pakistani Government and TTP militants would only be confined to South Waziristan Agency and then latter it would be extended to other agencies of FATA. He said some issues were settled and some are still to be finalized regarding the formation of the new Taliban alliance in the two agencies of Waziristan.
Moulana Gull Nasib said that another meeting would soon be held to finalize the details of new alliance. Intelligence sources have also confirmed the meetings held in the two agencies of Waziristan regarding the formation of the new alliance. Some of the participants of the meeting were of the opinion that TTP should stop fighting inside Pakistan and focus only on fighting against the American and NATO forces and their Afghan allies inside Afghanistan. But other members of TTP disagreed with this proposal and said that they have no quarrel with the civilian population of Pakistan but as long as the Pakistani Government is in alliance with the Americans then we will keep on fighting against the Pakistani army and government until Pakistan ends up its alliance with the Americans.
According to some media reports it is claimed that a peace deal has been signed between the TTP and the Pakistani Government and according to the new peace deal the Taliban militants have agreed to stop attacks on Pakistani Security Forces in the twin agencies of Waziristan and that the Taliban militants have also agreed to stop their kidnapping for ransom activities in the area. So far this was not confirmed by senior Taliban leaders of TTP and in the past one week thirteen TTP militants were killed by Pakistani security forces in Dera Ismail Khan District of KPK and Pashin District of Baluchistan province while trying to kidnap people for ransom in the above mentioned two Districts and similarly attacks are being carried out by Taliban militants against the Pakistani army in South and North Waziristan Agency.
